تلتزم مجلة منصة الابتكار والهندسة الذكية
(Innovation and Smart Engineering Platform) بتطبيق معايير علمية وأكاديمية دقيقة لضمان جودة وأصالة البحوث المنشورة، وتخضع جميع البحوث المقدمة إلى المجلة لعملية تحكيم علمي مستقلة قبل اتخاذ القرار النهائي بشأن قبولها للنشر.أولاً: نظام التحكيمتعتمد المجلة نظام التحكيم المزدوج المجهول (Double-Blind Peer Review)، بحيث لا يتم الكشف عن هوية المؤلف أو المؤلفين للمحكّمين، كما لا يتم الكشف عن هوية المحكّمين للمؤلفين، بما يضمن الحياد والاستقلالية والموضوعية في عملية التقييم.ثانياً: الفحص الأولي للبحثتخضع جميع البحوث المقدمة إلى فحص أولي من قبل هيئة التحرير للتأكد من:- توافق موضوع البحث مع أهداف المجلة ونطاقها العلمي.- الالتزام بتعليمات النشر والتنسيق المعتمدة.- اكتمال البيانات والمعلومات الأساسية للبحث.- سلامة اللغة والأسلوب العلمي.- أصالة البحث وعدم وجود مخالفات لأخلاقيات البحث والنشر العلمي.ويحق لهيئة التحرير رفض البحث في هذه المرحلة إذا كان خارج نطاق المجلة أو لا يستوفي المتطلبات العلمية والتحريرية الأساسية.ثالثاً: فحص الأصالة والتشابهتخضع المخطوطات المقدمة إلى المجلة لفحص الأصالة والتشابه باستخدام أدوات متخصصة للكشف عن التشابه والانتحال العلمي. وتُقيّم نتائج الفحص من قبل هيئة التحرير وفق طبيعة البحث ومصادر التشابه، ولا يعتمد القرار على النسبة الرقمية وحدها.وفي حالة اكتشاف انتحال علمي أو تلاعب بالمصادر أو ازدواجية في النشر أو أي مخالفة جوهرية لأخلاقيات البحث العلمي، يحق للمجلة رفض المخطوطة واتخاذ الإجراءات التحريرية المناسبة.رابعاً: اختيار المحكّمينبعد اجتياز الفحص الأولي، تُرسل المخطوطة إلى محكّمين متخصصين اثنين على الأقل من ذوي الخبرة العلمية في مجال البحث.يتم اختيار المحكّمين على أساس التخصص والكفاءة العلمية والاستقلالية، مع مراعاة تجنب أي تضارب محتمل في المصالح مع المؤلفين أو البحث موضوع التحكيم.ويتعامل المحكّمون مع المخطوطات ومحتوياتها بوصفها مواد علمية سرية، ولا يجوز استخدامها أو مشاركتها مع أي طرف آخر قبل النشر.خامساً: معايير تقييم البحثيقوم المحكّمون بتقييم البحث وفق مجموعة من المعايير العلمية، ومن أهمها:- أصالة البحث وحداثة موضوعه.- أهمية المشكلة البحثية وأهداف الدراسة.- سلامة المنهجية العلمية.- دقة جمع البيانات وتحليلها.- جودة النتائج ومناقشتها.- مدى إسهام البحث في مجال التخصص.- حداثة المراجع وملاءمتها للموضوع.- وضوح الجداول والأشكال والبيانات عند وجودها.- سلامة الاستنتاجات ومدى ارتباطها بالنتائج.- الالتزام بأخلاقيات البحث والنشر العلمي.سادساً: قرارات التحكيمبناءً على تقارير المحكّمين، يمكن أن تكون التوصية بإحدى الحالات الآتية:1. قبول البحث للنشر (Accept).2. قبول البحث بعد تعديلات طفيفة (Minor Revisions).3. إعادة البحث لإجراء تعديلات جوهرية وإعادة تقييمه (Major Revisions).4. رفض البحث للنشر (Reject).وفي حالة وجود اختلاف جوهري بين تقريري المحكّمين، يجوز لهيئة التحرير إرسال البحث إلى محكّم ثالث مستقل قبل اتخاذ القرار النهائي.سابعاً: التعديلات وإعادة التقييمعندما يطلب المحكّمون إجراء تعديلات، تُرسل الملاحظات العلمية إلى المؤلف دون الكشف عن هوية المحكّمين.ويلتزم المؤلف بإجراء التعديلات المطلوبة وتقديم نسخة منقحة، مع بيان واضح لكيفية الاستجابة لملاحظات المحكّمين.ويجوز إعادة النسخة المعدلة إلى المحكّمين للتأكد من معالجة الملاحظات، خصوصاً عند طلب تعديلات جوهرية.ثامناً: القرار النهائيتتولى هيئة التحرير اتخاذ القرار النهائي بشأن قبول البحث أو رفضه استناداً إلى تقارير المحكّمين، ومدى التزام المؤلف بإجراء التعديلات المطلوبة، ومدى توافق البحث مع السياسات والمعايير العلمية للمجلة.ولا يعني اجتياز التحكيم بالضرورة قبول البحث للنشر، إذ يبقى القرار التحريري النهائي من اختصاص المجلة وفقاً لمعايير الجودة والنزاهة العلمية.تاسعاً: تضارب المصالحيجب على المحكّمين الإفصاح عن أي تضارب فعلي أو محتمل في المصالح قد يؤثر في حياد عملية التقييم. وفي هذه الحالة يمتنع المحكّم عن تقييم المخطوطة ويتم اختيار محكّم بديل.كما تلتزم هيئة التحرير بعدم إسناد البحث إلى محكّم توجد بينه وبين المؤلف علاقة مهنية أو بحثية أو شخصية قد تؤثر في استقلالية عملية التحكيم.عاشراً: السريةتتعامل المجلة مع جميع المخطوطات وتقارير التحكيم والمراسلات المرتبطة بها بسرية تامة. ولا يجوز للمحررين أو المحكّمين الكشف عن محتوى المخطوطات أو استخدامها لأغراض شخصية أو بحثية قبل نشرها.—Peer Review PolicyThe Innovation and Smart Engineering Platform Journal is committed to maintaining high academic and scientific standards and ensuring the quality, originality, and integrity of its published research. All manuscripts submitted to the journal are subject to independent peer review before a final publication decision is made.1. Peer Review ModelThe journal applies a Double-Blind Peer Review process. The identities of the authors are concealed from the reviewers, and the identities of the reviewers are not disclosed to the authors. This procedure is intended to promote impartiality, independence, and objectivity throughout the evaluation process.2. Initial Editorial ScreeningAll submitted manuscripts undergo an initial editorial assessment to determine:- Relevance to the journal’s aims and scope.- Compliance with submission and formatting requirements.- Completeness of essential manuscript information.- Academic and linguistic quality.- Originality and compliance with research and publication ethics.The Editorial Board may reject a manuscript at this stage if it falls outside the journal’s scope or fails to meet essential scientific or editorial requirements.3. Originality and Similarity ScreeningSubmitted manuscripts are subject to originality and similarity screening using appropriate plagiarism-detection tools. Similarity reports are evaluated by the Editorial Board according to the nature and sources of the identified similarities rather than solely on a numerical similarity percentage.Manuscripts involving plagiarism, inappropriate duplication, redundant publication, manipulation of sources, or other serious violations of publication ethics may be rejected and handled in accordance with the journal’s ethical policies.4. Selection of ReviewersManuscripts that successfully pass the initial screening are normally sent to at least two independent reviewers with relevant expertise in the subject area.Reviewers are selected according to their academic expertise, competence, and independence. Potential conflicts of interest between reviewers and authors are taken into consideration.Reviewers must treat manuscripts and all associated information as confidential and must not use or disclose unpublished material.5. Review CriteriaReviewers are requested to assess manuscripts according to criteria including:- Originality and significance of the research.- Relevance and clarity of the research problem and objectives.- Appropriateness of the methodology.- Accuracy of data collection and analysis.- Quality of results and discussion.- Contribution to the relevant field.- Relevance and adequacy of references.- Quality of tables, figures, and supporting data, where applicable.- Validity of conclusions.- Compliance with research and publication ethics.6. Editorial DecisionsFollowing peer review, a manuscript may receive one of the following recommendations:1. Accept.2. Minor Revisions.3. Major Revisions.4. Reject.If the reviewers provide substantially conflicting recommendations, the Editorial Board may seek an assessment from a third independent reviewer before reaching a final decision.7. Revisions and Re-evaluationWhen revisions are requested, reviewers’ comments are communicated to the authors without revealing the reviewers’ identities.Authors are expected to submit a revised manuscript together with a clear response explaining how the reviewers’ comments have been addressed.Manuscripts requiring major revisions may be returned to the reviewers for further evaluation.8. Final DecisionThe final decision regarding acceptance or rejection is made by the Editorial Board based on the reviewers’ reports, the authors’ responses to requested revisions, and the manuscript’s compliance with the journal’s scientific and editorial standards.Successful completion of peer review does not automatically guarantee publication. The final editorial decision remains the responsibility of the journal.9. Conflict of InterestReviewers must disclose any actual or potential conflict of interest that could compromise the impartiality of their evaluation. Where such a conflict exists, the reviewer should decline the review assignment.The Editorial Board also seeks to avoid assigning manuscripts to reviewers whose professional, research, financial, or personal relationships with the authors could compromise the independence of the review process.10. ConfidentialityAll submitted manuscripts, peer-review reports, and related editorial communications are treated as confidential. Editors and reviewers must not disclose manuscript content or use unpublished information for personal or research purposes prior to publication.
